Is there an alternative way to defund Planned Parenthood
Than to roll it into a general health care legislation?
How about removing it from the American Health Care Act
And making it a separate piece of legislation?
How about dividing abortion from health care?

Alternative way 2 defund Planned Parenthood? Have you been following the news? Then you know about the GOP campaign to pass their American Health Care Act (AHCA). This legislation is extremely controversial. And this is not just because of the defunding of Planned Parenthood (PP) that is part of the AHCA.
Many individuals, groups and organizations oppose it because it calls for defunding a program that many citizens use simply to survive. That program is Medicaid. The AHCA calls for “deep cuts” to Medicaid that would occur over time. ANd it could cause millions to lose all health insurance.

Anticipated Pro-life Argument

I know what the typical pro-life argument is to health care policy. Pro-life advocate typically will say: “Unless the right to live is granted to all, other rights are meaningless.” And the argument goes like this: The policy in the the unborn baby’s right to live is the principle. And it isn’t a matter on which good people can disagree.
The right of all people to live, is not a matter on which good people can disagree. But most of the people who disagree can rather be called misguided or deceived, rather than evil.

Pro-Life Arguments on Health Care

What about the matter of health care policy? Pro-lifers, who usually support the GOP, believe that the government is not obligated to provide health care insurance for all its citizens. This is my observation of the pro-life community. The argument goes like this: Health care policy is our most basic right. There are many different ways to decide on health care policy. Hence this is a matter on which good people can disagree. But the right for all people to be born is not a matter on which good people to disagree.

Why is Using Medicaid Not Life-Affirming?

Medicaid is seen as a safety net for the poor. The program certainly is that. But other people often benefit from Medicaid. This includes many nursing home residents and their families. Have you heard of “Medicaid beds”? And Medicaid acts as a supplement for Medicare, often paying premiums and/or co-payments. Also, adoptive parent and children benefit because they can use Medicaid as a subsidy. All of these people would be hurt by the “deep Medicaid cuts” proposed even in the revised American Healthcare Act bill. Passing the AHCA would reduce incentives to choose life for the unborn or those facing illness, disability, chronic pain, or who are dying.
How is this life-affirming?

Making Alternatives Less Appealing

I know that many in the the pro-life movement have publicly endorsed this legislation. They approve the American Healthcare Act (AHCA) as pro-life simply because of its provision to defund Planned Parenthood. Where is the provision to fund maternity care for pregnant women? And what about the moms who face crisis or unwanted pregnancies? How does the AHCA give them any incentive to choose life for their babies? How is reducing their access to life-affirming social services pro-life? Can the AHCA be more accurately described as
“anti-abortion”?

Back to Square One?

Is the American Healthcare Act (AHCA) dying? Maybe there is a reason for this. Let me throw this one out there. How about separating the AHCA from the bill to defund Planned Parenthood? Consider that this may increase the odds for legislation to truly promote a culture of life! Dividing the AHCA from the legislation to defund Planned Parenthood may also take much of the controversy out of the AHCA. Trying to promote an abortion-free culture will never happen unless we can win over Democrats. And they will never be won over by cutting a program that so many people use for survival or well-being.

Where Things Stand

As of this writing, Senator John McCain is in the hospital. Reportedly, he has had surgery for a blood clot. And he is recovering from the surgery. The public is getting conflicting updates about his condition. Some say it is not serious. Others claim that his condition is more serious than thought. As it turns out, his condition is serious. The timing of his illness and hospitalization is interesting. As we sincerely hope and pray for his recovery, we hope for something else. As a Member of Congress, he is presumably getting excellent, complimentary health care. Hopefully, as McCain recovers, he will ponder how life-affirming the AHCA can be while cutting Medicaid dollars. And this will affect his vote.

Appeal

The word Planned Parenthood is heavily nuanced. It seems that we can’t talk about it without being tempted to get toxic. This makes me wonder if we should focus only on defunding Planned Parenthood. At the same time we call for it to be defunded, we must give equal attention to redirecting funds to life-affirming alternatives! Making alternatives less appealing, as the revised version of the AHCA would do, won’t promote an abortion-free culture.
